Branch4 works with civil servants, grassroots movements, community organizations and advocates towards a democratic and equitable administrative branch of government that delivers just results for all.
We envision an administrative branch that is:

Collaboratively develops solutions with those most impacted—especially communities of color, immigrants, rural communities, LGBTQIA individuals, and others who are economically or politically marginalized—working to close equity gaps so all communities can thrive.

Operates transparently, is easily accessible to the public, and has the will and capacity to meet people’s needs with minimal administrative burden.

Upholds labor, civil, and human rights, safeguards against abuse of power—public and private—and ensures the administrative branch serves as a bulwark for fairness, dignity, and justice.
WHY NOW?
The administrative branch is under assault — and so is democracy.
Project 2025 has penetrated deep into the Executive Branch, driving an aggressive and dangerous campaign to dismantle public administration. While anti-government and corporate forces have worked for decades to undermine public institutions, 2025 marked a radical acceleration. The result: a direct threat to the safety, stability, and freedoms of everyone in the United States.
Pulling back federal investment endangers jobs, infrastructure, health care, and education across the country. Gutting regulatory protections degrades our quality of life, inviting pollution, illness, and discrimination. Eliminating equity offices and targeting public servants for removal reveals the deeper agenda: to roll back civil rights, silence movements for justice, sell public lands into private hands, and erase Black history and other hard-won truths.
This is not just policy — it’s a coordinated effort to weaken the public institutions that make democratic governance possible. By weakening the administrative branch, extremists aim to strip Congress of its ability to govern, destabilize the economy, concentrate wealth, and crush the promise of a multiracial democracy.
But there’s a force they didn’t count on: federal workers and the communities they serve.
At this moment, rank-and-file federal workers — disproportionately women and workers of color — occupy a uniquely strategic position. They understand how the government actually functions, where it is failing, and what it would take to make it work for the public better than ever before.
Through national networks, regional hubs, and worker-led policy innovation, Branch4 supports thousands of federal workers organizing to defend public services, protect civil rights, and strengthen democratic governance from the inside out.
